Deb Nelson, Vision West, Dickinson, ND....According to Nelson, the Vision West consortium has grown since the Bakken slowdown and oil price drop. Nelson said one of the big reasons for the growth is Vision West opened their membership doors to associate members. Since then local, county and state agencies have joined the consortium as well as some from the private sector.

She also elaborated on some of the new members and their involvement. She said it is a mixed bag of members. Some are out-of-towners wanting to be more involved and others are appointed by the county commission to serve as the county representative. Nelson said this ranges from tax directors to communications coordinators to county commissioners. Overall they are people in leadership roles appointed by their elected leaders.

Deb Nelson, Vision West, Dickinson, ND says the mood is much better now in 2016 than it was last year. Nelson says the downplay allowed them to look at their priorities and they are very much the same. According to Nelson, the oil and gas producing counties still need transportation, housing, child care and emergency services.

According to Nelson, pipelines have been reprioritized to the top of the list, which previously was considered a secondary issue. Nelson also touched on the record birth rates in Minot, Williston and Dickinson.

According to Helms, there has been an increase in flaring from October to November. Helms said a large reason for this was a unique issue involving the sulfur treating equipment at the Tioga gas plant. He said this caused a six day period where gas was turned off or flared. This also rippled into the plant production which dropped to 71 percent from 85 percent and “flaring increased just a little bit.”

There is a new federal rule, through the Bureau of Indian Affairs, involving the extension of right of ways. Helms said they are currently looking into the new law.

Helms gives an overview of the North Dakota Department of Mineral Resources staff additions and reductions over the past several years.

During the peak of the drilling activity, the North Dakota Department of Mineral Resources was full staff with several part time temporary people, according to Helms. He added that their staff has able to maintain five to six permits per drilling rig. Today, they have 40 permits for drilling rigs which Helms said speaks to the slowdown of drilling applications.

Helms said they have reduced staff, but the bigger story is the drilling efficiency with the rigs.

Helms says North Dakota is looking at one year of leases, which is about on average for lead time. Helms said industry tries to keep drilling permits in a 9-15 months supply timeline in front of each rig.

Helms said with each well permit there are 40 drilling permits which he called “medium term optimism.”

Helms also noted a conversation “which a CEO of a major Bakken Three Forks” oil company where the oil company felt $60 by the end of the year could be a possibility.
